BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 26 inspections have been completed since the previous update; 22 passed, 4 failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in August 2024, 338 Certificates of Occupancy have been re-issued.
  • This week, 105 Building inspections and 22 Health Inspections were conducted. The total amount of fees collected was $23,183.01.
  • This week, 218 permits were issued.
COMMUNICATIONS AND MARKETING 

Mosquito Ground Spraying Schedueled for Thursday and Friday

The City of Duncanville, at the recommendation and in cooperation with Dallas County Health and Human Services (DCHHS), will be conducting ground spraying against mosquitoes on Thursday, September 12 and Friday, September 13 between the hours of 9:00 PM and 5:00 AM, weather permitting. The spraying is being conducted in response to the detection of West Nile Virus in three mosquito traps located in the 75116 and 75137 zip codes. If the weather prohibits spraying on Thursday night, spraying will be conducted on Friday and Saturday nights. Spraying will be performed in the targeted area within the City of Duncanville (see the attached map). Residents living within the spray zone are encouraged to remain indoors and bring their pets inside during spraying.

The Duncanville Fire Department Firefighters/Paramedics Colton Kirk, Ross Glauben, Jarrod Craig, Evan Barger, Bryant Medhus, Captain Reed Churman, and BC Jason Wigginton participated in the 2024 Dallas 9/11 Memorial Stair Climb

The Duncanville Fire Department Firefighters/Paramedics Colton Kirk, Ross Glauben, Jarrod Craig, Evan Barger, Bryant Medhus, Captain Reed Churman, and BC Jason Wigginton participated in the 2024 Dallas 9/11 Memorial Stair Climb in downtown Dallas on Saturday, September 7. Southwest Regional Emergency Management Coordinator Lauren Sanchez coordinated the event.

The Duncanville Fire Department was recognized by the North Central Texas Trauma Regional Advisory Council (NCTTRAC) at its annual general membership meeting for our two firefighters/paramedics deploying as part of the Emergency Medical Task Force (EMTF)—2 response to Hurricane Beryl.

The Fire Department responded to 145 calls for service in the past seven days, which included:

  • Fires:
    • Two building fires: 1 DeSoto, 1 Cedar Hill
  • Emergency Medical Service: 102
  • Motor Vehicle Accidents: 11

Emergency Management:

Emergency Management Operations Coordinator Lauren Sanchez, Emergency Management Specialist Raqheal Payne, and Emergency Management Intern Tabetha Kwasnica Participated in Lancaster Public Assistance Exploratory call with TDEM and FEMA, Hosted Duncanville High School/Dallas County Public Health POD Exercise planning meeting, Attended Ellis County Emergency Managers meeting, Attended Regional Public Education Meeting and Participated in Cedar Hill Grant Award Kick-Off Meeting with TDEM and FEMA.

Fire Prevention:

  • Emergency Management (EM) staff participated in the Dallas 9/11 Memorial Stair Climb. Emergency Management Coordinator (EMC) Lauren Sanchez served as Deputy Director over Operations, EM Specialist Raqheal Payne and EM Intern Tabetha Kwasnica served as event volunteers
  • EM staff facilitated Military Makeover Event planning meeting with City staff
  • EMC Sanchez presented to Cedar Hill Directors on the planned Best Southwest Regional Active Shooter Full-Scale Exercise
  • EMC Sanchez participated in the Golden Rule School Safety and Security Meeting
  • EM Specialist Payne attended Point of Dispensing (POD) training with Dallas County Health and Human Services

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 
Chicken with the Chief event at Chic-fil-A

The Police Department had a fantastic experience on September 5th during the Chicken with the Chief event at Chick-fil-A. The Police Department, Citizens on Patrol, the Fire Department, and the Duncanville Independent School District Police Department enjoyed interacting with citizens and bridging the gap with their first responders.


DUNCANVILLE PUBLIC LIBRARY

Fall programming at the library is back! Join the Duncanville Library for:

There will be a Craft Swap on Saturday, September 14, from 10 AM to 12 PM. Come by and choose from donated craft materials for home and school projects.

 The Friends of the Duncanville Library held their annual book sale on September 6 and 7. With over $2000 in sales and donations, the sale welcomed many happy and excited customers who browsed through a fantastic selection of books. Funds from the book sale will support library programming throughout the year. We greatly appreciate all the Friends do for the library through fundraising and advocacy!


ECONOMIC DEVELOPMENT

The following items were approved unanimously at the September 9, 2024, Duncanville Community & Economic Development Corporation (DCEDC) Board Meeting:

  • Duncanville Community Theatre: $25,000-Hotel Occupancy Tax (HOT) Funding grant for the FY24-25 season for promotional, marketing, and production expenses that qualify under Section 351 of the Texas Tax Code
  • Duncanville Chamber of Commerce-$16,570 sponsorship grant for FY24-25 Chamber Events
  • 214 Woodhaven, LLC-Infrastructure grant in an amount not to exceed $50,000 for water line tapping and replacement of concrete for the installation of a fire suppression system
  • September 16th, Mexican Independence Day Celebration-sponsorship grant in an amount up to $50,000.00

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

PARKS AND RECREATION
D.L. Hopkins Jr. Senior Center

Senior Meal Program: Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

Concert in the Park feat. Hazard County – Saturday, September 7, 2024 | 7:00 PM

Join us on Saturday, September 7, at the Poe-Hobden Amphitheater at Armstrong Park for a Concert in the Park featuring Hazard County. This band has opened for big-name groups at Billy Bob – groups such as Travis Tritt, Kameron Marlowe, Shenandoah, and Jake Worthington. Participants can sing along to country favorites and dance the night away. Admission is FREE. The concert will begin at 7:00 PM. Don’t forget to bring your blanket or lawn chair.

  • A Statement of Qualifications due March 26, 2024, at 2 p.m.
  • Evaluations were completed, and three (3) firms were selected.
  • Recently, the Comprehensive Plan Committee selected one (1) firm.
  • Selected firm for Comprehensive Plan Update discussed during a work session at the July 16, 2024, City Council meeting.
  • The selected firm’s contract was signed at the Duncanville Community Economic Development Corporation Board on July 30, 2024, for approval.
  • Discussion took place at the August 6, 2024, City Council meeting regarding kick-off of The Comprehensive Plan Update.

Short-Term Rental Registration

  • The city has been in discussions with several companies that offer short-term rental tracking services. A future meeting with one of the finalists is yet to be determined.

PUBLIC WORKS

Street Division

  • Crews repaired sidewalks on Walnut Street, Oriole Boulevard, Hillcroft Drive, and Blueridge Drive.
  • Crews repaired a utility cut on Bradley Drive.
  • Crews repaired fifty potholes throughout the city.
  • Anderson Asphalt, a Duncanville contractor, milled and overlaid Rolling Ridge Lane, Middale Road, Markwood Drive, and Jellison Boulevard.

Utilities Division 

Water usage was 39,129,000 gallons during this reporting period, September 2 – September 8, 2024, down from 48,697,000 MG the previous week. The daily peak water demand occurred on Monday, September 2, 2024, when 6,305,000 MG of water was used. There was 1.01 inches of precipitation during this period. There was an estimated 1,512,742 gallons of water loss, including one water main break.

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • Staff is working with the contractor to close out the project.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • The sewer line installation is complete. Crews await materials testing and manhole liners.
    Ten Mile Creek Embankment and Drainage Improvements
    • The project is nearing completion and scheduled to be completed by the 2nd week in October.
    Oriole ADA Sidewalk Improvements
    • The project is nearing completion. The contractor is making progress to finish the project.
    Harrington Park/Ten Mile
    • Texas Standard Construction has removed the old aerial crossing from the creek.

Other Construction

Texas Department of Transportation TxDOT) I-20 Construction Cockrell Hill Road to Hampton Road TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
