BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 28 inspections have been completed since the previous update; 22 passed, 6 failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in November 2024, 551 Certificates of Occupancy have been re-issued.
  • This week, 68 Building inspections and 17 Health Inspections were conducted. The total amount of fees collected was $13,740.34.
  • This week, 73 permits were issued.

COMMUNICATIONS AND MARKETING 
 

Visit the Duncanville Comprehensive Plan website and help Plan the FutureThe City of Duncanville commenced the process of updating its comprehensive plan. A comprehensive plan is a document that will guide future decision-making on land use, capital investments, economic development, community building, and more in the city over the next 20 years.

The City's prior comprehensive plan was adopted in 2017. Now almost 8 years old, it is time for an update to ensure the City's plan is reflective of the current conditions and needs of the community.

West Nile Virus (WNV) Samples Results

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

DUNCANVILLE FIRE DEPARTMENT

The Fire Department responded to 152 calls for service in the past seven days, which included:

  • Fires: 1
    • 1 vehicle fire and 1 trash fire in Duncanville
  • Emergency Medical Service: 95
  • Motor Vehicle Accidents: 15
 

Emergency Management:

This week, the Emergency Management team participated in the following events:

  • Emergency Management Coordinator (EMC) Sanchez gave an Emergency Management overview of the North Carolina Disaster Deployment presentation to Best Southwest Cities.
  • Attended the Council of Government (COG) regional Emergency Management Working Group meeting.
  • Attended the Cedar Hill Fire Mitigation meeting.
  • Meeting was attended for the Ellis County Point of Distribution Planning Kickoff.
  • EMC Sanchez attended the International Association of Emergency Managers conference.
  • Emergency Management (EM) Specialist Payne met with the Cedar Hill Debris Management Planning Team to provide updates on Debris Management Sites.
  • EM Specialist Payne is also working to finalize a donation management plan for Duncanville, DeSoto, Cedar Hill, and Lancaster.

Fire Marshal:

This week, the Fire Marshall’s Office conducted:

  • 4 business inspections
  • 5 plan reviews
  • 1 food truck inspection
  • 1 vent hood acceptance test
  • 2 fire suppression system acceptance tests
  • Attended 2 design review committee meetings

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.

  • On November 11, the Duncanville Police Department held picture day, and McCoy’s Photography took individual photos of each officer.
  • On November 12, the Department had a voluntary range day for Duncanville Officers.
  • On November 13, Assistant Chief Wilcots attended the Village Tech School’s Safety and Security Committee meeting.
  • Citizens Police Academy held its 63rd graduation ceremony at the DL Hopkins Senior Center on November 14.

DUNCANVILLE PUBLIC LIBRARY
  • On Friday, November 22, our Duncanville Outreach Librarian will visit Central Elementary School for their Career Day. She will answer questions, issue cards, and discuss the Library's programs and resources.
  • Picture Day(s): Free family photos will be taken.
    • The theme is winter, and the event will be held on December 2 from 5:00 to 7:00 PM. Bring the whole family to get your winter-themed photos taken just in time for the holidays.
  • Our next Red Cross Blood Drive will be on December 9 from 10:00 AM to 4:00 PM
  • The Duncanville Writers’ Group will meet on Monday, December 2, at 6:00 PM. The group meets on the first Monday of each month.
  • In observance of the Thanksgiving Holiday, The Duncanville Library will close at 6:00 PM on Wednesday, November 27, and reopen at 10:00 AM on Monday, December 2.

Charles F. Ladd Nature Preserve

On Thursday, November 14, the Ladd Nature Preserve Master Plan Advisory Committee hosted a Town Hall Meeting to review the conceptual plans for the Charles F. Ladd Nature Preserve and receive feedback from the community. Thank you for making this meeting a success. Dog Park Master Plan Advisory Committee
On Monday, November 18, the Dog Park Master Plan Advisory Committee held a meeting to review and finalize the conceptual plans for the dog park. The dog park master plan will be presented to the Parks and Recreation Advisory Board meeting scheduled for December 9.
 
 

PARKS

  • Crews completed the pansy installation for the Citywide plant beds
  • Staff repaired installation on Highway 67 right-of-way landscaping
  • Crews started cleaning the recreational flooring surface at Armstrong Park
  • Christmas set up in Armstrong Park is underway
  • The Duncanville Independent School District Career & Technical Education/College internship partnership has commenced
  • Crews completed installing new windscreens at the athletic baseball and softball facilities

Planning and Zoning

  • Request for Amendment to a Planned Development for Wheatland Plaza, 402 East Wheatland Road
  • Request for a planned development at 914 and 918 East Highway 67
  • Request for a replat at 1700 Cedar Hill Road

New and Potential Projects

  • Proposed new development at 704 North Main Street
    • Staff is currently working with the applicant on a new layout for the site
  • New development was prepared at 914 and 918 East Highway 67
    • Applicant’s Planned Development request is tentatively scheduled for the December 9, 2024, Planning and Zoning Commission meeting and the January 7, 2025, City Council meeting.
  • New development at the corner of Cockrell Hill Road and Danieldale Road (Life School) was proposed.

PUBLIC WORKS
 
 

Street Division

  • Crews cleaned the flowlines of creeks on Little Street and Red Bird Lane.
  • Sidewalks were repaired on Silver Creek Drive, Blue Ridge Drive, and East Center Street.
  • Graffiti was removed from the sidewalk on Huntington Drive.
  • Staff inspected 6 drainage grates throughout the City.
  • Crews assisted with special events traffic control.

Utilities Division 

Water usage was 31,769,000 gallons during this reporting period, November 11 – November 17, 2024, down from 36,968,400 the previous week. The daily peak water demand occurred on Tuesday, November 12, 2024, when 4,969,000 gallons of water was used. There was 0.13 inches of precipitation during this period. An estimated 380,901 gallons of water loss, including 3 water main breaks

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • City Council approved the final project change order at the November 19 meeting. Staff will retrieve the closeout documents from the contractor.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • Crews await materials testing and manhole liners.
    Ten Mile Creek Embankment and Drainage Improvements
    • The project is complete, and closeout documents have been completed. The final payment has been authorized.
    Oriole ADA Sidewalk Improvements
    • The project is complete, and closeout documents have been completed. The final payment has been authorized.
    Harrington Park/Ten Mile
    • The Harington Park and Ten Mile portions are 95% complete. There are no new updates.
    Pipebursting
    • Insituform Technologies, LLC, has completed the FY24 pipe bursting project.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
