Photo: On Tuesday, October 15, 2024, Chief of Police Matt Stogner presented Officer Figueroa with a Life-Saving Award during the City Council Regular Meeting. On September 6, 2024, Officer Figueroa responded to a medical call where a woman had given birth, and the newborn was not breathing. Upon arrival at the scene, she immediately performed life-saving measures that allowed the infant to expel fluids and begin breathing. Ahead of the award presentation, Officer Figueroa was interviewed by NBCDFW 5 and Fox 4. See below for those news stories.

BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 17 inspections have been completed since the previous update; 10 passed,7 failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in October 2024, 423 Certificates of Occupancy have been re-issued.
  • This week, 96 Building inspections and 15 Health Inspections were conducted. The total amount of fees collected was $9,024.60.
  • This week, 138 permits were issued.

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

The Fire Department responded to 160 calls for service in the past seven days, which included:

  • Fires: 3
    • 1 air conditioning unit fire in Duncanville
    • 1 portable building fire in Cedar Hill
    • 1 dumpster fire in Duncanville
  • Emergency Medical Service: 100
  • Motor Vehicle Accidents: 8

Emergency Management:

  • Emergency Management Coordinator (EMC) Sanchez has returned from her deployment by the Texas Division of Emergency Management (TDEM) to assist with Hurricane Helene recovery efforts in North Carolina.
  • Emergency Management (EM) Specialist Payne conducted a meeting with Best Southwest Regional partners and Crowder Gulf Debris vendor to discuss the Debris Management Plan and vendor services offered by Crowder Gulf.
  • EM Specialist Payne attended an initial planning meeting for the Cedar Hill Scare on the Square event in October.
  • EM Specialist Payne participated in a Homeland Security Grant and Emergency Preparedness Training hosted by the North Central Texas Council of Governments.

Fire Marshalls:

This week the Fire Marshall’s Office conducted 15 Plan Reviews, completed 3 Building Inspections, 4 Food Truck Inspections, 1 Sprinkler Acceptance Test, and 7 Design Review Committee Reviews.


DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.

  • On October 10, the Police Department managed three significant events in which subjects fled on foot. Two of the major events involved suspects, possibly with guns. All three events happened one after the other and involved multiple subjects. As a result, two subjects were taken to jail, and one gun was recovered and seized.
  • On October 10, a promotion ceremony was held to honor those recently promoted within the Police Department. Those officers who were honored are Sergeant Ahrens, Sergeant Paczocha, Lieutenant Byrd, Lieutenant McCarty, Assistant Chief Tijerina, and Assistant Chief Wilcots.
  • On October 12, Officers Acosta, Becerra, and Gomez provided security and traffic control for the fourth annual Pink Diamond Breast Cancer Awareness Bike Ride. This event is designed to raise breast cancer awareness and help provide community resources.

DUNCANVILLE PUBLIC LIBRARY

Volunteers are a much-appreciated asset at the library. Our library technician, Candace Garret, actively recruits subject matter experts to lead classes and does much of the marketing work for the classes as part of her work duties. She also works with many teen volunteers on various behind-the-scenes tasks. Recently, she attended the Texas Volunteer Management Conference on a scholarship. “Receiving the scholarship to attend TVMC was a pivotal moment in my professional development. It acknowledged my hard work and allowed me to gain valuable insight while expanding my knowledge of volunteerism. This experience has meaningfully enriched my career, and I’m grateful for the opportunity,” said Candace. A couple of strategies that Candace plans to implement are assessing organizational needs with potential volunteer skills and interests in mind and creating specific and achievable milestones for change-makers to keep them motivated and appreciated.

ECONOMIC DEVELOPMENT 
  • Duncanville Community & Economic Development Corporation (DCEDC) staff completed two business retention visits this week: Cabinetworks and Pioneer Frozen Foods. Both enterprises expressed their appreciation for the City of Duncanville. The Economic Development team is planning a tour of the facilities at Cabinetworks.
  • Staff attended the Asian American Hotel Owners Association (AAHOA) Conference in Irving, TX, on Tuesday. We connected with several hotel brands interested in sites in the City of Duncanville and some hospitality marketing strategies and resources.
  • The Special Events Department is preparing for Duncanville’s Holiday 2024: Holiday Lights in the Park. There will be PLENTY of lights! On the trees, on the walkways, and in the sky. You can see a fantastic drone show and be serenaded by surprise musical guests. All are free to attend the event. Vendor, sponsorship, and parade spots are available.
  • Holiday Celebration Update – Now Hiring Santas!

On Monday, October 14th, the Dog Park Master Plan Advisory Committee hosted a Town Hall Meeting to review the conceptual plans for the dog park and receive feedback from the community. Join the City of Duncanville and Keep Duncanville Beautiful for its annual Arbor Day Tree Planting & Celebration from 9:00 AM —11:00 AM on Saturday, November 2, at Armstrong Park! Arbor Day is a nationally celebrated observance that encourages tree planting and care. The event is free to attend and open to all ages. Educational materials on trees will be provided, a new tree will be dedicated, and free saplings will be distributed to attendees while supplies last. Saplings are limited to two per household.

Recreation Center

This past weekend, the Recreation Center teamed up with the Duncanville Police Department to host the annual Catfish Catch event at Lakeside Park. More than 60 participants came out to fish. Parents and children were so excited to cast their lines in hopes of catching a fish. Staff kept busy helping participants with fishing gear and instructions on how to fish. A few police officers, along with our Crime Prevention Officer, Michelle Arias, joined the event.

Planning and Zoning

Items scheduled for the Zoning Board of Adjustment meeting. Date to be determined.

  • Variance requests to reduce the minimum lot area and minimum lot width at 10 Fairway Drive.
  • Variance request to permit an existing patio and concrete slab encroaching into the build-to-line at 1427 Oriole Boulevard.
  • Variance requests to reduce the minimum lot width at 627 Michaels Drive.

Short-Term Rental Registration

  • In July 2022, the City Council granted 5 Properties a Specific Use Permit. 1 of the 5 properties no longer operates as a short-term rental.
  • The City has been in discussions with several companies that offer short-term rental tracking services. The City will make a final decision within the following weeks.

Temporary Workforce Housing Program

  • 3 properties were granted a Specific Use Permit by the City Council on May 21, 2024. 3 properties have completed inspection and registration for the year 2024.

PUBLIC WORKS

Street Division

  • Crews checked 101 drainage inlets and cleaned 35.
  • Crews repaired 12 potholes throughout the City.
  • Utility cuts were repaired on West Ridge Drive, Wren Avenue, and Granada Drive.
  • The Street Division assisted with traffic control at the Pink Diamond Bike Ride last weekend, placing traffic cones and barricades.
  • Crews located and marked drainage utilities on Cedar Ridge Drive, Camp Wisdom Road, and Santa Fe Trail.
  • Tree branches were removed on West Danieldale Road and Hill City Drive.
  • Crews completed sidewalk repairs at Fire Station Number 2 and on Meadowcreek Drive, Hillcroft Drive, and Silver Creek Drive.

Utilities Division 

Water usage was 42,383,600 gallons during this reporting period, October 7 – October 13, 2024, up from 40,955,600 the previous week. The daily peak water demand occurred on Friday, October 11, 2024, when 6,519,400 gallons of water was used. There was 0.00 inches of precipitation during this period. There was an estimated 399,108 gallons of water loss, including a water main break

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • Staff is working with the contractor to close out the project. There are no new updates.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • The sewer line installation is complete. Crews await materials testing and manhole liners.
    Ten Mile Creek Embankment and Drainage Improvements
    • Stoic Construction is completing the last components of the project.
    Oriole ADA Sidewalk Improvements
    • Staff are working with the contractor to begin closing the project.
    Harrington Park/Ten Mile
    • The project remains on schedule. There are no new updates to report.
    Pipebursting
    • Insituform Technologies, LLC, continues pipebursting on Shady Tree Place.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
