Project Management Updates

• The Phase I Environmental Site Assessment (ESA) for the 200 W. Center St. acquisition was completed last week; no recognized environmental conditions were found.
  
• The Energov Implementation is on track to launch in the Fall. This implementation will include a simplified Permitting & Licensing process, Tyler Payments, Cashiering, and updated GIS maps.

Information Technology Updates

Network Outages/Updates 

• The IT team continues to partner with third-party agencies to restore access to critical applications. Most recently, access to Utility Billing pay-by-phone, the Fieldhouse WebTrac system, and library services have been restored.
  
• The Interim IT Director is working to process outstanding IT invoices.

The Fire Department responded to 163 calls for service in the past seven days, which included:

• 94 EMS calls
  
• 4 Motor Vehicle Accidents
  
• 3 Building fires in Cedar Hill and 1 vehicle fire in Duncanville
  

The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can also sign up for crime alerts within their location's radius.

• On Monday, May 13, the Police Department held its annual Police Memorial Event at The Poe-Hobden Amphitheater. 
  
• On Friday, May 17, Duncanville’s Finest participated in the 1st Annual Battle of the Badges Basketball tournament. 
  
• On Friday, May 17, the Department hosted its annual Awards Ceremony.

Accounting & Reporting – Week of May 16 – May 22: 

• Electronic Funds Transfer Payments: 93 invoices were processed, totaling $1,115,490.96.

Parks

• The Parks Department is closely working with the Texas Parks and Wildlife Department to implement a remediation plan for the excessive hornwort (Ceratophyllum demersum) growth at Lakeside Park. This plan involves treating the pond with approved aquatic herbicides every two weeks to control the hornwort population. The first treatment was administered on Monday, May 20, 2024, and will continue bi-weekly until the infestation is under control.
  
• Crews cleaned the splash pad surface.
  
• Illegal dumping debris has been removed at an empty lot on Avenue of the Stars.
  
• Crews removed three dead trees from parks and city facilities.
  
• The Little Library at Harrington Park has been repaired.
  
• Crews applied post and pre-emergent at various parks and along various streets and rights-of-way.
  
• Crews performed routine playground maintenance.
  
• Vandalism at Waterview Park has been repaired.
  
• Crews mulched the James Collins Blvd and Costco entryway bed.
  
• Continued bed maintenance at various City facilities.
  
• Vegetation has been watered throughout the City.
  
• The Keep Duncanville Beautiful Board will host the Keep Texas Waterways Clean Community Cleanup event on Saturday, June 1, at the Charles F. Ladd Nature Preserve from 9:00 A.M. – 11:00 A.M.

Special Projects:

• Crews revitalized the Danieldale and Hwy. 67 entryway signage.
• The Harrington Park/Cockrell Hill Road entryway gate has been repaired.
• Crews repaired the chemical shed electrical box.
• Managed the Smith Lawn and Tree Service contractor with tree and stump removal.
• Managed the Good Earth Landscape Contractor mowing properties.

Duncanville Fieldhouse

The 2024 B.O.S.S. Summer Camp registration begins on April 15.

Activities include field trips, dance, cooking, football, basketball, volleyball, gym games, table games, cheer, arts and crafts, and tumbling.

D.L. Hopkins Jr. Senior Center

Senior Meal Program Update: Effective immediately, from Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

• On May 21, 2024, the City Council approved a property transfer agreement between the City of Duncanville and the Duncanville Community and Economic Development Corporation (DCEDC) for the use of economic development activities.
  
• The Special Event Permits process is being streamlined under Ms. Angela Owens, City Event Planner.
  
• The property located at 200 W. Center St. is being acquired by the Duncanville Economic Development Corporation (DCEDC) for development.

PUBLIC WORKS

Street Division

• Crews poured concrete at Lansdale Dr. for a utility drive approach and sidewalks, Redbird Ln. for a utility street repair, Allen Ave. for a sidewalk repair, San Juan Dr. for a sidewalk repair, and Thoroughbred Dr. for a street repair.
  
• Fallen tree branches were removed on Hill City Dr., Danieldale Rd., Birdwood Dr., and S. Main St.
  
• Crews marked five utility drainage locates at various locations throughout the City.
  
• Hot mix asphalt drive approach tie-ins were completed on Linkview Dr. and Lansdale Dr.
  
• Crews removed car debris from the median on W. Danieldale Rd.
  
• Crews provided and retrieved traffic control devices for the Run for the Wall and DuncanSwitch events.

Utilities Division

• Water usage was 41.7316 million gallons (MG) during this reporting period, May 13-19, 2024, up from 35.4896 MG the previous week. The daily peak water demand occurred on Sunday, May 19, 2024, when 6.838 MG of water was used. There was 0.51 inches of precipitation during this period.

Capital Improvement Program (CIP) Construction

Oriole Sidewalk Improvements

• City Council awarded the contract for sidewalk improvements throughout the Oriole Blvd. corridor between E. Camp Wisdom Rd. to E. Fairmeadows Dr. to Meca Construction LLC on April 16, 2024. Staff held the preconstruction meeting with the contractor on Friday, May 3rd. The project commenced on May 13 on Oriole Blvd. at E. Fairmeadows Dr.
  
  • The contractor has started the demo of the existing sidewalk and ramp areas.

Ten Mile Creek Embankment and Drainage Improvements

• Stoic Construction has nearly completed site 4, and the storm drainpipe and boxes are completed. Backfill around the pipe and boxes are complete, leaving the final grade and restoration to be completed.
  
• Site 3B is complete, while site 3A is nearing completion.
  
• Site 1 and Site 2 demo has begun.

Other Construction

• Texas Department of Transportation (TxDOT) I-20 Construction Cockrell Hill Rd. to Hampton Rd. TxDOT is constructing new service roads and ramps from Cockrell Hill Rd. in Duncanville to Hampton Rd. in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Rd. on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.

• A total of 1,971 single-family rental properties have been registered to date, with zero new properties registered since the last update. Four inspections have been completed since the previous update; three passed, one failed, and zero were canceled. The primary reason for the failed inspections was the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection and missing carbon monoxide and smoke detectors.
  
• Since the Single-Family Rental Registration Program inspections in May 2024, 164 Certificates of Occupancy have been re-issued.
  
• This week, 91 Building inspections and 16 Health Inspections were conducted. The total amount of fees collected was $35,610.00.
  
• This week, 87 permits were issued.
