Photo: On Saturday, November 2, 2024, the Keep Duncanville Beautiful Board celebrated Arbor Day with a free tree sapling giveaway held at Armstrong Park. 

BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 38 inspections have been completed since the previous update; 28 passed, 10 failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in November 2024, 499 Certificates of Occupancy have been re-issued.
  • This week, 54 Building inspections and 17 Health Inspections were conducted. The total amount of fees collected was $11,148.00.
  • This week, 53 permits were issued.

COMMUNICATIONS AND MARKETING 

Military Makeover Season 1 Jones Family Episode 1 Airs November 8, 2024, on Lifetime

The highly anticipated season premiere of “Military Makeover” is set to air on November 8, 2024, at 8:30 AM on Lifetime. This season kicks off with the Jones family, who will be the 40th family to receive a heartfelt transformation. Montel Williams, along with experts Art Edmonds and Jennifer Bertrand, heads to Duncanville, Texas, to meet Kevin and Francesca Jones.

Viewers will witness the emotional journey as the team works to create a beautiful and functional home for the Jones family. Kevin, a dedicated military member, and Francesca, a supportive partner, have sacrificed so much for their country. The episode will delve into their story, showcasing the challenges they face and the joy of receiving much-needed help.

As the makeover unfolds, the team will bring their skills and creativity to the forefront. The transformation promises to be inspiring and uplifting, highlighting the strength of the Jones family and the community’s support. This episode is sure to touch hearts and remind everyone of the importance of giving back to those who serve.

West Nile Virus (WNV) Samples Results

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

DUNCANVILLE FIRE DEPARTMENT
Assistant Fire Chief Greg Chase observes a group CPR training session in a gymnasium, where participants practice chest compressions on mannequins. Two pairs of attendees kneel on the gym floor, carefully following CPR instructions. Chief Chase, dressed in a fire department uniform, provides guidance and oversight as the participants learn this critical lifesaving skill.

On Thursday, October 31, Firefighters from A-Shift Station 272 and on November 1 B-Shift 272 visited Village Tech to participate in a fire safety education demo for students.

The Fire Department responded to 135 calls for service in the past seven days, which included:

  • Fires: 1
  • Emergency Medical Service: 89
  • Motor Vehicle Accidents: 8
 

Emergency Management:

  • Emergency Management Coordinator (EMC) Sanchez attended the Metro X planning meeting; a Dallas – Fort Worth-wide public safety full-scale exercise planned for October 2025
  • Emergency Management (EM) Team and Chief Chase provided hands-only CPR training for Village Tech teachers.
  • EMC participated as a panelist for Special Events Planner interviews.
  • EM Team attended a planning meeting for the Point of Distribution full-scale exercise in Duncanville, which is planned for April 2025.
  • Conducted monthly outdoor warning siren test on November 6.

Fire Marshal:

This week, the Fire Marshall’s Office conducted 8 business inspections, 4 plan reviews, 2 fire suppression system acceptance tests, and installed Knox padlocks on the gates at Village Tech.


DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 

  • On October 28, Officer Williams trained all patrol shifts to properly use the dechoker.
  • October 28 is recognized as National First Responders Day. This day is a tribute to the brave men and women who dedicate their lives to protecting and serving our communities in times of crisis.
  • From October 28 to November 1, Senior Evidence Technician Sara Youssef and Evidence Technician Katie Durham attended the Texas Association of Property and Evidence Inventory Technicians (TAPEIT) Conference. We're proud to share that Sara earned her Intermediate Certification, and Katie achieved her Basic Certification.
  • Officer M. Barbosa successfully graduated from her field training program and will begin working with Bravo Days Platoon on November 10.

DUNCANVILLE PUBLIC LIBRARY
  • During the month of October, the Library presented 29 children’s programs, serving 394 attendees – including Halloween-themed stories, craft programs, and games.
  • Best Southwest Libraries:
    • For the week of October 26-November 1, 2024 – 253 items were transferred between the various Best Southwest libraries.

  • DCEDC and the Parks and Recreation Department are gearing up for Holiday Lights in the Park on Friday, December 6, 2024, from 4 PM – 10 PM. This holiday celebration will include a parade, surprise musical guests, an awesome drone show, lots of vendors, and lots of fun!

  • Staff attended an indoor drone show in Dallas last week hosted by the Drone Guys. Indoor drones are smaller and highly versatile, and there are currently few indoor drone shows in the area. We look forward to incorporating indoor drones into some of our upcoming events.

Charles F. Ladd Nature Preserve Master Plan Advisory Committee

The Ladd Nature Preserve Master Plan Advisory Committee met on November 6 to review concepts from Halff Associates. The committee selected a preferred concept to share with the community at the upcoming November 14 Town Hall meeting, which will be held in the Council Chambers beginning at 7:00 PM.

PARKS

  • Tilling at Louis Nichols and Oriole Park to complete prairie restoration plots has been completed
  • Crews performed tree maintenance at Lakeside, Quail Run, and Rotary Parks
  • Staff performed splashpad maintenance and repairs
  • Staff transported chemical shed to the Parks Maintenance Facility to safely store agriculture chemicals and supplies
  • Ballfield maintenance on all rye fields at Alexander, Harrington, Lions, and Lakeside parks has been completed
  • Crews mowed athletic fields at Harrington Park
  • Staff began installing winter vegetation at various City beds
  • Replaced hanging baskets throughout the downtown corridor
  • Crews performed maintenance, and inspections and removed the vandalism at the Kidsville playground
  • The pipe and cable at Lakeside Park has been repaired
  • Crews planted a tree at Armstrong Park for this year’s Arbor Day Celebration

Planning and Zoning
  • Items scheduled for the Thursday, November 21, 2024, Zoning Board of Adjustment meeting.
    • Variance request to reduce the minimum lot area and minimum lot width at 10 Fairway Drive.
    • Variance request to permit an existing patio and concrete slab that encroaches into the build-to-line at 1427 Oriole Boulevard.
    • Variance request to reduce the minimum lot width at 627 Michaels Drive.

Short-Term Rental Registration

  • 5 Properties were granted a Specific Use Permit by the City Council since July 2022. 1 of the 5 properties are no longer operating as a short-term rental.
  • The City has been in discussions with several companies that offer short-term rental tracking services. The City will make a final decision within the following weeks.

Street Division

  • Crews corrected faulty drainage on Delphi Drive.
  • Sidewalks were repaired on Kelly Court and Center Street.
  • Fallen trees were removed on Athenia Way and North Capri Drive.
  • Several potholes were repaired throughout the City.
  • Crews inspected 12 drainage headwalls throughout the City.
  • Crews assisted the Utilities Department and Duncanville ISD with traffic control.

Utilities Division 

Water usage was 39,980,600 gallons during this reporting period, October 28 – November 3, 2024, down from 40,665,800 the previous week. The daily peak water demand occurred on Monday, October 28, 2024, when 5,785,200 gallons of water was used. There was 0.52 inches of precipitation during this period. An estimated 1,902,663 gallons of water loss, including multiple water main breaks and flushing samples.

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • Closeout documents have been prepared. Staff requests City Council approval for the final project change order at the November 19 meeting.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • The sewer line installation is complete. Crews await materials testing and manhole liners. There are no new updates.
    Ten Mile Creek Embankment and Drainage Improvements
    • Rain has delayed the final inspection, but the project is complete.
    Oriole ADA Sidewalk Improvements
    • The final project inspection has passed. Staff are working on the closeout documents.
    Harrington Park/Ten Mile
    • The Harington Park and Ten Mile portions are 95% complete.
    Pipebursting
    • Insituform Technologies, LLC, continues pipe bursting from Beaver Creek to Beaver Creek Circle. Service laterals and main were installed last week.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
