• A total of 1,976 single-family rental properties have been registered to date, with no new properties registered since the last update. 9 inspections have been completed since the previous update; 1 passed, 8 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide smoke detectors, and improper installation of water heaters.
  
• 1 Certificate of Occupancy has been reissued this week as part of the Single-Family Rental Registration Program inspections.
  
• This week, 48 Building inspections and 2 Health Inspections were conducted. The total amount of fees collected was $151,327.20.
  
• This week, 28 permits were issued.
  

Duncanville, Texas 2025 Elections & Voting

The slate of offices for the general election includes the council members representing District 1, District 3, District 5, and At-Large. All registered voters in the City of Duncanville will have the opportunity to vote for the At-Large position. Registered voters residing in Districts 1, 3, and 5 will also have an opportunity to vote for their respective candidates.

Voter registration cards may be obtained online and at the Duncanville Public Library. The deadline to register to vote in the May election is April 3, 2025. For more information regarding voter registration, residents may contact the Dallas County Elections Department at (469) 627-VOTE (8683).

Traffic Advisory - Eastbound I-20 March 14

The following projects will have traffic impacts starting the evening of Friday, March 14:

DUNCANVILLE - Weather permitting, all lanes of eastbound I-20 will be closed and detoured to the frontage roads from near the Duncanville Road/North Main Street exit (MM 462) and Cockrell Hill Road from 10 p.m. Friday, March 14 to 5 a.m. Saturday, March 15 as part of an ongoing corridor improvement project. Drivers can expect delays in the corridor and should be alert to slower traffic. The overall project is expected to complete in early 2025, weather permitting.

Best Southwest Regional Active Shooter Exercise for First Responders

To best prepare Police, Fire, and 911 Dispatch personnel to respond to active shooter/active attacker events, the cities of Cedar Hill, DeSoto, Duncanville, and Lancaster joined forces for a large full-scale training exercise. The exercise took place all day Wednesday February 28, 2025 at Valley Ridge Park in Cedar Hill, Texas.

• The EM team discussed weather preparedness at the DeSoto Lions Club meeting.
  
• The Emergency Management team set up a table to discuss disaster preparedness and provided hands-on Cardiopulmonary Resuscitation (CPR) lessons at the Duncanville Police Department UNIDOS (Hispanic Civil Rights and Advocacy Group) event with Assistant Fire Chief Greg Chase.
  
• The EM team assisted the City of Waxahachie with Damage Assessments to evaluate the damage from the Saturday, March 8, 2025, hailstorm

• On March 5, 2025, Officers Darius Williams and Michelle Arias attended the Duncanville Women’s Club’s monthly meeting at St Anne Episcopal Church. Officer Williams and Arias were invited to speak about self-defense options for women.
  
• On March 7, 2025, members of the Duncanville Police Department celebrated Kristin Downs. She retired from the City of Duncanville after accepting a job opportunity in another municipality.

PERSONNEL

• The Duncanville Police Department currently has 6 openings for sworn personnel.
  
• Last week, Victor Gonzalez, the remaining applicant from the January 11, 2025, Civil Service Test, was interviewed by Chief Matthew Stogner and accepted a job offer from the Duncanville Police Department.
  
• The Police Department’s Training and Personnel Division has been working through the civil service list since March 1, 2025, Civil Service Test. There are currently 15 applicants on the list.
  
• 4 officers are currently in Field Training Officer (FTO) training.
  
• There are currently 4 recruits in the academy.
  
• Recruits Tesean Bond and David Perea completed their tenth week of Police Academy training. The training for that week focused on juvenile offenders, written communication, and the Health and Safety Code.
  
• Recruits Krystal Hayes and Juan Marin completed their eighteenth week of Police Academy training. The training for that week focused on firearms training. Juan Marin won Top Shot in his group and will continue to compete against other Top Shots.
  
• The next Civil Service Test has yet to be determined.

STAR Transit Update

Economic Development staff met with STAR Transit representatives to discuss services available to residents and funding requests to the Duncanville Community and Economic Development DCEDC. Ridership is highly encouraged for all Duncanville residents in need of public transportation within city limits and neighboring cities, Cedar Hill and Desoto. Children 12 and under ride free with a paid companion fare, and special rates are available for seniors and citizens with disabilities.

• The Comprehensive Plan Steering Committee meeting occurred at Collab, located at Wheatland Plaza, 402 East Wheatland Road, on September 9, 2024.
  
• The first public workshop for the city's Comprehensive Plan was hosted on Monday, December 2, 2024, from 6:00 PM to 8:00 PM at the Duncanville Fieldhouse and welcomed over 40 residents. A community survey was given to gather information from the community to further the progress of the plan's creation.
  
• On Wednesday, December 4, 2024, the Steering Committee met to continue discussing planning and project execution.
  
• The Comprehensive Plan Survey deadline has been extended to March 1, 2025, to allow the city to collect more surveys.
  
• On Tuesday, January 21, 2025, the Comprehensive Plan Steering Committee provided an informative update to the City Council, highlighting the progress and key developments in the Comprehensive Plan Update.
  
• In the first week of February, approximately 400 hundred survey responses were collected. The Comprehensive Plan Steering Committee plans to meet in April, with the city aiming to adopt the new Comprehensive Plan by August 2025.

Short-Term Rental Registration

• 5 properties were granted a Specific Use Permit by the City Council in July of 2024 1 of the 5 properties no longer operate as a short-term rental.
  
• 4 properties were mailed a certified final notice from the Building Official on December 18, 2023.
  
• 1 The property was mailed a final notice from the Planning Division on January 19, 2024.
  
• 2 properties were mailed an initial notice from the Planning Division on January 19, 2024.
  
• The city has been in discussions with several companies that offer short-term rental tracking services and will make a final decision within the following weeks.

Temporary Workforce Housing Program

• 3 properties were granted a Specific Use Permit by the City Council on May 21, 2024. All 3 properties have completed inspection and registration for 2024.

Street Division

• Crews poured concrete and laid hot mix asphalt on East Camp Wisdom Road.
  
• Crews repaired 29 potholes at various locations throughout the city.
  
• Staff cleaned 33 drainage headwalls at various locations throughout the city.
  
• Crews filled-in the void along the edge of the road on Santa Fe Trail.
  
• Crew removed 7 fallen trees at various locations throughout the city.

• Water usage was 16,486,400 gallons during this reporting period, March 3, 2025-9, 2025, down from 28,779,400 gallons the previous week. The daily peak water demand occurred on Wednesday, March 5, 2025, when 4,301,000 gallons of water were used. There were 0.63 inches of precipitation during this period. An estimated 122,500 gallons of water loss occurred, including one water main break.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
