Photo: On Tuesday, October 8, 2024, City Manager Douglas E. Finch met with Kennemer Middle School students on Career Day. This was an opportunity for students to learn about careers in municipal government and the duties of a City Manager.

BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 35 inspections have been completed since the previous update; 28 passed, 7 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in October 2024, 413 Certificates of Occupancy have been re-issued.
  • This week, 124 Building inspections and 21 Health Inspections were conducted. The total amount of fees collected was $26,103.22.
  • This week, 138 permits were issued.

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

DUNCANVILLE FIRE DEPARTMENT

The Fire Department responded to 154 calls for service in the past seven days, which included:

  • Fires: 4
    • 1 vehicle fire in Duncanville
    • 1 brush fire in Duncanville
    • 2 outside rubbish/trash fires in Duncanville
  • Emergency Medical Service: 99
  • Motor Vehicle Accidents: 9

Emergency Management:

  • Emergency Management Coordinator (EMC) Sanchez was deployed by the Texas Intrastate Fire Mutual Aid System (TIFMAS) to assist with Hurricane Helene recovery efforts in North Carolina. Her deployment was extended, and she is expected to return on October 16.
  • Emergency Management (EM) Specialist Raqheal Payne and Emergency Management (EM) Intern Tabetha attended and set up an Emergency Management table at the Lancaster Independent School District Parent University event.
  • EM Specialist Payne attended the first initial planning meeting hosted by Dallas County Human and Health Services for an exercise that they will be conducted in Duncanville.
  • EM Specialist Payne participated in the Cyber Emergency Operation Center exercise hosted by the North Central Council of Government.
  • EM Specialist Payne attended the monthly meeting of Dallas County Voluntary Organizations Active in Disaster (VOAD).
  • EM Specialist Payne has been working to finalize the Continuity of Operations Plan (COOP) for the cities of Duncanville, Lancaster, Cedar Hill, and DeSoto.

Fire Marshalls:

The week the Fire Marshal’s Office conducted 10 Plan Reviews, completed 11 Building Inspections, and 4 Fire Protection System Acceptance Tests.


DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 
On Friday, October 4, 2024, Matt Stogner is shown being sworn in as Duncanville's new Chief of Police by City Manager Douglas E. Finch.   • On October 4, the Police Department and city administration hosted Chief Stogner’s swearing-in as Police Chief (pictured above).
  • On September 30, SWAT and the Criminal Investigations Division executed a search warrant at a home within the city limits, which resulted in the arrest of one robbery suspect and another individual wanted on multiple warrants. Further efforts led to the capture of a second robbery suspect the next day at the same location.
  • On October 1, the Duncanville community came together at various locations throughout the City to celebrate National Night Out with the Police Department.
  • The Recruiting Team (Marshall, Manning, Johnson, Bevers) attended the National Night Out, and their recruiting efforts are appreciated.
  • On October 2, Officer Michelle Arias attended Coffee with a Cop at Dallas Baptist University.
  • On October 3, SWAT and the Criminal Investigations Division executed search warrants at an apartment complex within City limits, that resulted in one arrest and approximately twenty pounds of marijuana, one pound of mushrooms, some cash, and a weapon being seized. Several charges are still pending.
  • Recruits J. Vang, E. Ortiz, and A. Lopez completed their fourteenth week of Police Academy Training. This week’s class focused solely on crash investigations.

ECONOMIC DEVELOPMENT 
  • Duncanville Community & Economic Development Corporation (DCEDC) staff members were invited to speak to the Duncanville Rotary Club on Tuesday, October 8 at First Baptist Church. Topics included: the balance between bringing in corporate-owned businesses (franchises) while maintaining the sense of community with family-owned businesses; the impact global retailers have on local businesses; what Duncanville looks like in the future; Wheatland Plaza, and how to encourage citizens to shop local.
  • To enhance economic development in Duncanville, the DCEDC is implementing a more streamlined workflow process for grant and sponsorship applications. In addition, in a Special Called Meeting on October 7, 2024, City Council repealed the resolution that authorized  DCEDC to administer Hotel Occupancy Tax funds which will help to accelerate the application process. By eliminating this additional step, the applications can be processed more efficiently and expediently.

Recreation Center

This past weekend, the Recreation Center teamed up with the Duncanville Police Department to host the annual Catfish Catch event at Lakeside Park. More than 60 participants came out to fish. Parents and children were so excited to cast their lines in hopes of catching a fish. Staff kept busy helping participants with fishing gear and instructions on how to fish. A few police officers, along with our Crime Prevention Officer, Michelle Arias, joined the event.

Comprehensive Plan Five-Year Update

  • A Request for Qualifications has been posted to the city website by Chief Procurement Officer Elton Brock.
  • A Pre-Statement of Qualifications Meeting for RFQ 24-0014 was held on March 6, 2024.
  • A Statement of Qualifications due March 26, 2024, at 2 p.m.
  • Evaluations were completed, and three (3) firms were selected.
  • Recently, the Comprehensive Plan Committee selected one (1) firm.
  • Selected firm for Comprehensive Plan Update discussed during a work session at the July 16, 2024, City Council meeting.
  • The selected firm’s contract was signed at the Duncanville Community Economic Development Corporation Board on July 30, 2024, for approval.
  • Discussion took place at the August 6, 2024, City Council meeting regarding kick-off of The Comprehensive Plan Update.

Short-Term Rental Registration

  • 5 Properties were granted a Specific Use Permit by the City Council since July of 2022. 1 of the 5 properties are no longer operating as a short-term rental.
  • 4 properties were mailed a certified final notice from the Building Official on December 18, 2023.
  • 1 property was mailed a final notice from the Planning Division on January 19, 2024.
  • 2 properties were mailed an initial notice from the Planning Division on January 19, 2024.
  • The City has been in discussions with several companies that offer short-term rental tracking services. The City will make a final decision within the following weeks.

Temporary Workforce Housing Program

  • 3 properties were granted a Specific Use Permit by the City Council on May 21, 2024. 3 properties have completed inspection and registration for the year 2024.

PUBLIC WORKS
City of Duncanville streets division workers, dressed in orange and yellow safety vests, pour and smooth concrete as they construct an invert on Linkhaven Drive. One worker uses a shovel, while others level the wet concrete. A resident watches the construction from the lawn of a nearby home.

Street Division

  • Crews cleared a drainage obstruction on Cliffcrest Drive.
  • Debris on Wildwood Drive have been removed.
  • Crews repaired utility cuts on Wren Avenue and Granada Drive.
  • Traffic control devices were placed at the Lakeside Park entrance.
  • Crews located and marked drainage utilities in two locations.
  • Tree branches were removed on Moore Street.
  • The pavement on West Ridge Drive was repaired.
  • Trimmed overhanging tree branches on West Danieldale Road.

Utilities Division 

Water usage was 40,955,600 gallons during this reporting period, September 30 – October 6, 2024, up from 35,568,000 the previous week. The daily peak water demand occurred on Friday, October 28, 2024, when 6,403,400 gallons of water was used. There was 0.00 inches of precipitation during this period. There was an estimated 356,039 gallons of water loss, including a water main break.

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • Staff is working with the contractor to close out the project. There are no new updates.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • The sewer line installation is complete. Crews await materials testing and manhole liners.
    Ten Mile Creek Embankment and Drainage Improvements
    • The pre-final walk-through is complete, and there are no issues to report. Staff await the contractor’s notice of project completion.
    Oriole ADA Sidewalk Improvements
    • The contractor has sent their notice of completion. Staff is working to schedule the final project inspection for next week.
    Harrington Park/Ten Mile
    • The Harrington Park project component is approximately 95% complete, and the Ten Mile portion is 95% complete.
    Pipebursting
    • Insituform Technologies, LLC, continues pipebursting on Shady Tree Place.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
