- A total of 551 single-family rental properties have been registered to date, 0 new property registered since the last update. 19 inspections have been completed since the previous update; 5 passed, 14 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide smoke detectors, and improper installation of water heaters.
- 5 Certificates of Occupancy has been reissued this week.
- This week, 69 Building inspections and 4 Health Inspections were conducted. The total amount of fees collected was $17,887.00.

Duncanville, Texas 2025 Elections & Voting
The slate of offices for the general election includes the council members representing District 1, District 3, District 5, and At-Large. All registered voters in the City of Duncanville will have the opportunity to vote for the At-Large position. Registered voters residing in Districts 1, 3, and 5 will also have an opportunity to vote for their respective candidates.
Voter registration cards may be obtained online and at the Duncanville Public Library. The deadline to register to vote in the May election is April 3, 2025. For more information regarding voter registration, residents may contact the Dallas County Elections Department at (469) 627-VOTE (8683).

CITY MANAGER'S OFFICE |
Neighborhood meetings were held on Tuesday, March 25, 2025, and Wednesday, March 26, 2025, at the D.L. Hopkins Jr. Senior Center to discuss the trial cart project with residents of the selected neighborhoods. Approximately 40 residents attended the meeting on Tuesday, and 10 attended the meeting on Wednesday. Short presentations were made by City of Duncanville staff and representatives from Republic Services regarding the project's background and implementation details. Staff and Republic then answered questions from the audience for approximately one hour, until all questions had been addressed. The meetings were well received, and there were many thought-provoking questions. We emphasized that the project was a test, and that feedback was welcome and encouraged.

Fight the Bite
To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.
Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

- Attended a meeting with the City of Duncanville's Fire Department divisions to discuss preparations for the Fiscal Year 2026 budget.
- Attended a meeting with the Fire Chiefs of DeSoto, Cedar Hill, and Lancaster.
- On Saturday, March 29, 2025, 32 applicants submitted their applications for the Fire Department Entrance Exam. 10 individuals attended the written and physical agility exams, 5 passed the physical agility exam, allowing them to proceed in the hiring process. The Duncanville Fire Department has 3 vacancies.
- Attended BloomFest planning meeting.
- Attended a meeting with the Duncanville Independent School District to explore opportunities for collaboration and introduce students to a career in firefighting.
- Completed annual employee performance evaluations.
- Several Duncanville Firefighters attended the Ladder Truck Operations Academy at the City of Midlothian Fire Training Facility from March 26, 2025, to March 28, 2025.
- Facilitated a tour of City of Duncanville Fire Station 2 with Project Manager Angel Deal to examine the challenges of the fire station building.
- Attended the Civil Service Commission's Human Resources Budget meeting.

- The Emergency Management team (EMT) hosted the Southern Dallas County National Weather Service SkyWarn training in Cedar Hill with 60 public attendees.
- The Emergency Management team (EMT) monitored severe storms on multiple days.
- The EM team coordinated the Duncanville BloomFest special event planning meeting.
- The EM team began accepting applications for the Regional Safe Room Rebate Program, open to the Best Southwest Cities

- On March 27, 2025, Officer Michelle Arias visited Katherine Johnson Magnet Academy in DeSoto, Texas, to have lunch with “Lil Nicole” on her birthday. Nicole is a beautiful angel who survived a horrific vehicle accident, not too long ago.
- On March 27, 2025, the Duncanville Police Department hosted its annual banquet at Dave and Buster's in Arlington, Texas.
- On March 28, 2025, the Duncanville Police Department hosted its annual awards banquet at the D.L. Hopkins Jr. Senior Center. Sergeant Trevin Green received the Top Shooter Award. Thalia Lopez received the Professional Staffer of the Year Award. Officer Ralston Marshall received the Officer of the Year Award. Lieutenant Joseph Emmett received the Supervisor of the Year Award. David Brayton received the Volunteer of the Year Award.

- Economic Development Coordinator, Marcela Perez, attended the inaugural Dallas/Ft. Worth Women in Economic Development Meet-Up on Friday, March 28th, featuring women from diverse sectors, including education, downtown development, construction, procurement, small business development, banking, and elected positions. The event provided collaboration and shared ideas, experiences, and solutions for key economic development issues in the region.
- On Monday, March 31, 2025, Duncanville Community and Economic Development Corporation (DCEDC) Board Members received training on the Texas Open Meetings Act and Texas Economic Development Corporations from DCEDC legal counsel, Brandon Shelby, and a Budget 101 Workshop, presented by the city’s Budget Administrator, Jennifer Otey.

Join us for this year’s Easter Eggstravaganza! The event will feature an egg hunt, fun games for the kids to enjoy, bounce houses, music (DJ), and the Easter Bunny! - Utilities, Fire, and Engineering met with the applicant to discuss civil plans on Thursday, August 15, 2024.
- Staff have approved the civil plans. A preconstruction meeting should take place soon, and the applicant will also apply for a building permit as well.

- The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
- A Town Hall Meeting occurred on August 13, 2024.
- Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
- The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
- The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
- On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
- On October 22, 2024, there was a meeting between staff and applicants.
- The city agreed to hire a third party to review the project's zoning and engineering.
- The third party met with staff on December 17, 2024, to discuss comments.
- The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.

- Evaluations were completed, and 3 firms have been selected.
- Recently, the Comprehensive Plan Committee selected 1 firm.
- The firm discussed the Comprehensive Plan Update during the work session at the July 16, 2024, City Council meeting.
- The selected firm’s contract was brought forth at the Duncanville Community Economic Development Corporation Board for approval on July 30, 2024.
- Discussion took place at the August 6, 2024, City Council meeting regarding the kick-off of The Comprehensive Plan Update.
- The Comprehensive Plan Steering Committee meeting occurred at Collab, located at Wheatland Plaza, 402 East Wheatland Road, on September 9, 2024.
- The first public workshop for the city's Comprehensive Plan was hosted on Monday, December 2, 2024, from 6:00 PM to 8:00 PM at the Duncanville Fieldhouse and welcomed over 40 residents. A community survey was given to gather information from the community to further the progress of the plan's creation.
- On Wednesday, December 4, 2024, the Steering Committee met to continue discussing planning and project execution.
- The Comprehensive Plan Survey deadline has been extended to March 1, 2025, to allow the city to collect more surveys.
- On Tuesday, January 21, 2025, the Comprehensive Plan Steering Committee provided an informative update to the City Council, highlighting the progress and key developments in the Comprehensive Plan Update.
- In the first week of February, approximately 400 hundred survey responses were collected. The Comprehensive Plan Steering Committee plans to meet in April, with the city aiming to adopt the new Comprehensive Plan by August 2025.

- 5 properties were granted a Specific Use Permit by the City Council in July of 2024 1 of the 5 properties no longer operate as a short-term rental.
- 4 properties were mailed a certified final notice from the Building Official on December 18, 2023.
- 1 The property was mailed a final notice from the Planning Division on January 19, 2024.
- 2 properties were mailed an initial notice from the Planning Division on January 19, 2024.
- The city has been in discussions with several companies that offer short-term rental tracking services and will make a final decision within the following weeks.
Temporary Workforce Housing Program
- City Council granted 3 properties a Specific Use Permit on May 21, 2024. All 3 properties have completed inspection and registration for 2024.

Street Division
- Crews removed a blockage from the creek headwall on Cliffcrest Drive.
- Crews marked 8 utility drainage locations.
- Crews laid asphalt on Wren Circle, Springlake Drive, and Kelly Court.
- Crews poured concrete on Mercury Avenue.
- Crews repaired 39 potholes at various locations throughout the city.

Utilities Division
- The new SCADA (Supervisory Control and Data Acquisition) system is under construction. There is no water usage report available this week.
- There was an estimated water loss of 2,392,207 gallons, including 5 main water breaks.
Other Construction
Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project is estimated to have a completion date of September 2025.
