BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. Sixteen inspections have been completed since the previous update; two passed, thirteen failed, and one was canceled.
    • The primary reason for the failed inspections was the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in August 2024, 260 Certificates of Occupancy have been re-issued.
  • This week, 89 Building inspections and 15 Health Inspections were conducted. The total amount of fees collected was $17,161.10.
  • This week, 125 permits were issued.

COMMUNICATIONS AND MARKETING 

Ground Mosquito Spraying Scheduled for Thursday and Friday 08/31/2024

 The City of Duncanville, at the recommendation and in cooperation with Dallas County Health and Human Services (DCHHS), will be conducting ground spraying against mosquitoes on Thursday, August 1 and Friday, August 2, between the hours of 9:00 PM and 5:00 AM, weather permitting. The spraying is being conducted in response to the detection of West Nile Virus in mosquito traps located in the 75116 and 75137 zip codes. If the weather prohibits spraying on Thursday night, spraying will be conducted on Friday and Saturday nights. Spraying will be performed in the targeted area within the City of Duncanville. Residents living within the spray zone are encouraged to remain indoors and bring their pets inside during spraying. Read more

Facility Operations Summary:

  • Ideal Flooring will replace the wood floors with carpet squares in the Center this weekend, Friday and Saturday.
    • Ideal Floors will cover all replacement costs.
  • The Event Room and Fieldhouse Club HVAC unit is scheduled for repair on Friday, August 2.

DUNCANVILLE FIRE DEPARTMENT

The Fire Department responded to 112 calls for service in the past seven days, which included:

  • Fires:
    • 1 vehicle fire in Duncanville; 1 trash fire in Cedar Hill
  • Emergency Medical Service: 84
  • Motor Vehicle Accidents: 4

Emergency Management Operations Coordinator Lauren Sanchez, along with Police Chief Matt Stogner, gave a presentation on Child Reunification at the Homeland Security Conference in Miami, Florida last week and received the “Best of Show” award for their presentation!! We are extremely proud of both and how they represent Duncanville! Lauren has continued to organize the active shooter training exercise that will take place later this year with Duncanville, Desoto, Cedar Hill and Lancaster public safety agencies. This type of exercise is a huge undertaking to prepare for and she is doing a fabulous job.

The Fire Prevention Division is in the final stages of preparing the EnerGov program for fire related permits to go live on August 13, 2024.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 
Interim Police Chief Stogner, Ofc. Arias, and the Soaring Eagles.
  • The Police Department welcomed a group of students from the Soaring Eagle Center of Desoto and provided them with a field trip to the department.
  • Recruits J. Vang, E. Ortiz, J. Garza, and A. Lopez completed their fourth week of Police Academy Training. This week, they covered topics on Code of Criminal Procedure and Fitness and Wellness and ran a 5K with their academy classmates.

ECONOMIC DEVELOPMENT

Duncanville Community & Economic Development Corporation (DCEDC) staff and the City Council had a joint meeting on July 30, 2024. The meeting was held at the Collab in Wheatland Plaza. The following items were discussed at the meeting:

  • Matt Horn of MRB reported the process of executing the Comprehensive Plan Process and the positive impact an updated plan will have on the community.
  • Monte Anderson presented before and after photos of Wheatland Plaza and other Wheatland Plaza tenants, showing the profound effect that has taken place including new signage and interior improvements.
  • Sister Girls Soul Kitchen, soon to open on Cedar Ridge, provided dinner for the City Council and the Duncanville Community Economic Development Board.

  • A resolution approving a professional services agreement with MRB Group to provide an update to the City’s Comprehensive Plan and authorizing the City Manager to sign and execute all documents associated with the agreement.

D.L. Hopkins Jr. Senior Center

Senior Meal Program: Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

PARKS

  • The Quail Run Trail was repaired by Dean Construction.
  • Smith Tree and Lawn Service – provided arborist services at various locations
  • Continued management of porter services at Armstrong Park restrooms
    The transition of Parks Office Space from the Service Center has been completed. Parks Office Space is now located at Central Fire Station.
  • Parks Maintenance Facility
    • Carpet has been scheduled to be installed at the facility.
    • Receiving quotes through Mobile Communications America (MCA) for building security upgrades.
    • Building Maintenance replaced all the light fixtures, scheduled repair of perimeter doors, and checked and replaced all air conditioning filters.
    • Perimeter fence was completed.
    • Laminate wood flooring was installed.
    • Ethernet cable drops were completed.

The Keep Duncanville Beautiful Board hosted their first Native Landscaping Workshop at the D.L. Hopkins Jr. Senior Center on Saturday, July 27. Over fifty-five attendees stopped by the free workshop to learn more about Native Landscaping. This year's topics included information about Local Pollinators & Wildlife, Texas Native Plants for Your Garden, and the Duncanville Native Landscape Application Process. The Duncanville Public Library also set up a booth with information about the new Seed Library Program. A heartfelt thank you to our speakers and volunteers. Thank you to Cox Farms – Duncanville for their donations.

Recreation Center


Pickleball Youth Camp

Pickleball Youth Camp – Monday, July 29, Wednesday, July 31, and Friday, August 2, 2024 | 9:00 AM – 12:00 PM

This is a three-day camp for youth ages 5 to 16. Participants will learn the basics of the game, e.g., the court lines and rules, information on a single or double play, technique, scoring, etc. Coach Richard and Councilmember Mr. Jeremy Koontz will also assist with coaching. The camp will occur during our regular pickleball hours - Monday, Wednesday, and Friday morning. This is a FREE event with limited space available.

  • Proposed New Development at 518 East Highway 67
    • The proposed project has moved to the building permit stage; the building permit was issued on December 18, 2023.
    • Owners have applied for a certificate of occupancy and will receive it once all inspections have been completed.
  • Proposed New Development at 626 Crestside Drive
    • Pre-development meeting occurred on November 7, 2023.
    • SUP application submitted on December 6, 2023; SUP request scheduled for February 12, 2024. P&Z and March 5 City Council docket.
    • SUP request tabled at the January 8, 2024, P&Z meeting; recommended for approval at the February 12, 2024, P&Z meeting.
    • Replat application submitted on December 13, 2023; Replat approved at the January 8, 2024, P&Z meeting.

    • Latest plans submitted on February 7, 2024. Staff markups were sent to developers on February 16, 2024.
    • SUP request for the use of “Retail, Sundry” was heard at the April 29, 2024, P&Z meeting and is recommended for approval.
    • Applicants requested removal from the June 4, 2024, City Council meeting until further notice.
  • Proposed New Development at 914 and 918 East Highway 67
    • DRC October 24, 2023
    • The P&Z Director met with developers on January 3, 3024, to discuss site plans.
    • DRC March 8, 2024
    • Planned Development submittal sent to the City on May 29, 2024. 
    • The applicant met with staff on June 26, 2024, to discuss the zoning application. 
  • Proposed New Development at 515 West Center Street
    • The applicant was approved for a special exception to allow six (6) additional accessory structures by the Zoning Board of Adjustment on March 28, 2024.
    • The applicant has not yet submitted the building permit applications for accessory structures.
  • Proposed New Development at the Corner of Cockrell Hill Road & Danieldale Road)
    • Applicant was scheduled for the June 3, 2024, P&Z Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
  • Proposed New Development at 1430 South Main Street
    • Applicant met with staff on September 5, 2023.
    • Applicant has been continuously working with staff on plans.
    • Planned Development application submitted on April 3, 2024.
    • Applicant met with staff on June 10, 2024.
    • The applicant is currently working on revisions and additional needed plans.

  • Comprehensive Plan Five-Year Update
    • Request for Qualifications has been posted to the City website by Chief Procurement Officer Elton Brock.
    • Pre-Statement of Qualifications Meeting for RFQ 24-0014 held on March 6, 2024.
    • Statement of Qualifications due March 26, 2024, at 2 pm.
    • Evaluations were completed, and three (3) firms have been selected. 
    • The Comprehensive Plan Committee selected one (1) firm. This firm will present its proposal at a briefing at the July 16, 2024, City Council meeting and, at the end of July, meet with the Comprehensive Plan Committee and the Duncanville Community Economic Development Corporation Board. 
    • Selected firm for Comprehensive Plan Update discussed during a work session at the July 16, 2024, City Council meeting.
    • The firm’s contract will be presented to the Duncanville Community Economic Development Corporation Board on July 30, 2024.
    • Discussion to take place at the August 6, 2024, City Council meeting regarding kick-off of The Comprehensive Plan Update.
  • Short-Term Rental Registration
    • The City Council granted five (5) Properties a SUP in July 2022. One (1) of the five (5) properties no longer operate as a short-term rental.
    • Four (4) properties were mailed a certified final notice from the Building Official on December 18, 2023.
    • One (1) property was mailed a final notice from the Planning Division on January 19, 2024.
    • Two (2) properties were mailed an initial notice from the Planning Division on January 19, 2024.

Temporary Workforce Housing Project

  • The City Council granted three (3) properties a SUP on May 21, 2024.

PUBLIC WORKS 

Street Division

  • Crews removed fallen trees from the right-of-way in the alley behind Charlotte Street and Danieldale Road at the northwest corner of Sante Fe Trail.
  • A blockage was removed from the creek flow line behind Alexander Avenue and Merribrook Trail.
  • Crews repaired sixteen potholes behind Quail Run and East Wheatland Road
  • Crews poured concrete on street of Bradley Drive, sidewalks of Amelia Street, Silver Creek Drive, curb/gutters of Cedar Ridge Drive, and retaining wall on South Cockrell Hill Road.

Utilities Division 

  • Rey-Mar Construction, LLC has recently completed an ongoing issue at Austin Stone Apartments involving the repair of two sewer laterals and a failing retaining wall. The Utilities Division acquired the services of Rey-Mar Construction through a competitive bidding process in May of 2024 to utilize for emergency water and sewer repairs, as well as various low-cost projects outside of our capital improvement planning. In this specific scope of work, Rey-Mar repaired two sewer lateral lines servicing two separate units, removed rotten railroad ties used as a retaining wall, installed a new bag wall structure, and poured a concrete drainage flume to prevent erosion over our existing sewer mainline and the neighboring properties.

  • Water usage was 57,167,600 gallons (MG) during this reporting period, July 22 – July 28, 2024, down from 62,385,000 MG the previous week. The daily peak water demand occurred on Saturday, July 27, 2024, when 823,000 MG of water was used. There was 1.42 inches of precipitation during this period. There was an estimated 31,500 gallons of water loss.

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • The project is near completion and the contractor is set to complete the final project items.
  • Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • Crews await the welder to install the I-Beam.
  • Oriole ADA Sidewalk Improvements
    • The Duncanville City Council awarded the contract for Harrington Park and Ten Mile Lane Wastewater Aerial Reroutes and Improvements to Texas Standard Construction on May 21, 2024. Staff held the preconstruction meeting with the contractor on July 18, 2024. Construction will commence soon.

Other Construction

Texas Department of Transportation TxDOT) I-20 Construction Cockrell Hill Road to Hampton Road TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.

AT&T’s subcontractor continues to work in the Huntington Park area. Fiber placement will begin this week.

Atmos Energy is working to replace the gas main on Middle Run Drive.
